Twin Cities ICE Surge Continues

Following the killing of Renee Nicole Macklin Good on Wednesday morning, ICE is showing no signs of slowing down with operations continuing all over the cities.

  • Remembering Renee: Renee Nicole Macklin Good was a daughter, a mother of three, a poet, and a newcomer to the Twin Cities. You can read a poem of hers here. Macklin Good's ex-husband said she was not involved in activism and that she encountered the ICE agents while on her way home from dropping her child off at school. [MPR]
  • "Get the f*ck out": Following Minneapolis Mayor Jacob Frey, Governor Tim Walz, and other politicians calling on ICE to leave, do local officials actually have the power to kick them out? According to Emmanuel Mauleón, a law professor at the U of M, these remarks are more of an expression of frustration than of actual action. [🎧 City Cast Twin Cities]
  • Shooter identified: The agent who killed Renee Nicole Macklin Good has been identified as Jonathan Ross. During an arrest operation in June 2025, Ross was dragged roughly 300 feet after a driver took off when Ross broke a rear window to unlock the door. In a press conference yesterday, Vice President JD Vance said, "that very ICE officer nearly had his life ended… You think maybe he’s a little bit sensitive about somebody ramming him?" [Star Tribune]
  • Will Jonathan Ross face consequences? The courts have made it incredibly difficult to hold federal officers accountable in general, and this situation could prove especially tough, according to ACLU MN attorney Alicia Granse. The FBI has taken control over the investigation into the shooting, shutting out the Minnesota Bureau of Criminal Apprehension. State Senator Doron Clark said he and his colleagues are applying pressure for the BCA to hold an independent investigation regardless of what the FBI does. [🎧 City Cast Twin Cities]

What the Cities Are Talking About

Autonomous zone: Community members have set up barricades on Portland Ave. between 33rd St. and 34th St., blocking traffic at the site where Renee Nicole Macklin Good was killed. Residents have also established a memorial for Renee and have occupied the area since yesterday morning. [MPR]

New AG targets MN: In a press conference yesterday, Vice President JD Vance said that the Trump administration is creating a new attorney general position focused on fraud. Vance noted that the new role would focus on Minnesota at first, and then expand to the rest of the country. [KUTV]

Fraud on the Hill: A GOP-led House Oversight Committee held a hearing on alleged fraud in Minnesota’s social-services programs, claiming billions in taxpayer funds were stolen and that state leaders failed to act. The session included heated partisan exchanges and sharp criticism of how fraud was handled, while Democrats pushed back and spotlighted other federal issues during questioning. [MPR]

Why is the Border Patrol here? With the authority to operate within 100 miles of any U.S. border, it can be confusing to see them showing up at protests and executing operations like the one at Roosevelt High School when we are more than 100 miles from a border. According to U of M law professor Emmanuel Mauleón, exceptions can be made to that jurisdiction, and Border Patrol agents can be deputized to work under other agencies like ICE, with very little transparency to the public.
